Lors du salon Milipol Quatar, la société chinoise NucTech, "filiale" de l'Université chinoise Tsinghua, a signé avec le ministère de l'Intérieur de Quatar le plus grand contrat de ce 9ème salon Milipol Quatar pour fournir 2 systèmes de scanner des conteneur, pour une somme de 122 millions de riyals quataris.

Le général de brigade Saud Al Rashid Saphir, directeur de la division de la gestion des approvisionnements du ministère qatari de l'Intérieur, souligne que les produits chinois ont démontré une meilleure qualité et une meilleure précision que les produits occidentaux présentés dans cet appel d'offre, ce qui a amené à cette signature de contrat.

Fondée en 1996 par l'Université Tsinghua, l'une des meilleures universités chinoises, NucTech vient à l'origine d'un projet de système de sécurité des conteneurs confié par le gouvernement chinois à Tsinghua lors du 8ème plan quinquennal. En Mai 2001, la douane australienne devient le premier client étranger de NucTech, et aujourd'hui plus de 100 pays au monde ont importés des scanners de conteneur de la société.

NucTech dépense une grande partie de son bénéfice en R&D depuis 10 ans et a réalisé plusieurs ToT vers les pays comme l'Australie ou encore les Etats Unis. La société a déposé à ce jour plus de 1000 brevets dans plusieurs dizaines de pays.

l'article parle de ce missile comme d'équivalent du brahmos. La principale différence relevée entre les 2 missiles est que le brahmos est en service tandis que son équivalent chinois est encore en développement.

on peut relever que ce nouveau missile peut se guider par GPS, alors que les premiers essais du nouveau système gps chinois, beidou, menés hors de chine l'ont été au pakistan, et selon les déclarations officielles avec succès. Dès 2013, qunad beidou sera pleinement opérationnel, les chinois seront à même de proposer des armes à guidage gps qui seront indépendantes des systèmes américains ou russes, et donc à l'abri d'un manipulation du gps de ces 2 puissances.

D'après les sources russes, le Venezuela achète 26 radars chinois supplémentaires et 11 stations de contrôle au sol, et négocie l'achat des jets d'entrainement avancé L-15. Le pays utilise déjà 7 radars de veille 3D JY-11B et 3 radars JL-11 depuis 2010.

Le Venezuela a également des jets d'entrainement chinois K-8 et les transporteurs Y-8.

Un site russe en citant la source "burnews" dit que l'Arabie Saoudite a signé un contrat d'acquisition de drone "Wing Loong" avec la Chine mi-Avril, lors de la visite de l'Adjoint chef d'état major chinois. Le prince héritier Salmane ben Abdelaziz Al Saoud a dirigé la signature de cet accord.

Je suis allé sur le site burnews et ai tenté de retrouver l'information à la source, sans vain. Si quelqu'un peut m'aider...

A new report says that Pakistan may be seeking Chinese-made unmanned aerial vehicles (UAVs).

According to a report in the most recent edition of the National Journal, Pakistan has recently unveiled drones that some believe are derived from Chinese drones.

“Already, Pakistan has remote-piloted aircraft,” the report notes. “Islamabad uses surveillance drones to provide the military with a real-time picture of its restive border areas or counterterrorism operations. Pakistan unveiled two new drones in November: Burraq, named after the winged horse from the heavens that transported Islamic prophets, and Shahpar.”

The National Journal report noted that Pakistan had claimed that both drones were domestically built and that neither would be armed. However, the report also points out, citing defense analysts, that the drones bear a close resemblance to the Chinese-made Rainbow CH-3. The Rainbow CH-3 is able to launch missiles.

Pakistan’s desire to acquire armed drones is no secret. It has urged the U.S. to sell it armed drones for years, which Washington has refused to do. The U.S. keeps a tight lock on the export of its armed drones. According to the National Journal report, only the United Kingdom has been sold U.S. armed drones although certain other close U.S. allies—including France and Italy—may soon also fly American drones.

Israel also has armed drones but would be unlikely to export them to Pakistan given U.S. opposition and the fact that Islamabad is a Muslim country that has ties to some of Tel Aviv’s rivals in the Persian Gulf and wider Middle East.

Islamabad’s need for such drones is also clear. Pakistan’s military would almost certainly use the drones to target inward-focused terrorists operating in Pakistan’s far western region. It has been widely reported that the United States has, at times at least, aided in this effort by using its own drones to eliminate targets at the behest of the Pakistani military.

Having its own armed drones would allow Pakistan to intensify this effort, especially given the strong reluctance on the military’s part to execute a larger counterterrorism operation in the tribal areas where most inward-focused terrorists are believed to be taking refuge. Furthermore, Pakistan could use drones in cross-border operations against Afghanistan where some of the Pakistani terrorists could conceivably find sanctuary in the future should they be driven out of the tribal areas by Pakistan’s military.

It’s also not at all unlikely that China would willingly sell Pakistan armed drones. As The Diplomat has previously noted, China is expected to be by far the fastest growing UAV producer over the next five years. Although most of these drones will be destined for the People’s Liberation Army and other domestic users, Beijing has a clear desire to also use its growing drone market to increase defense exports. In fact, as noted earlier this month, China has already sold Saudi Arabia drones.

Moreover, China’s relationship with Pakistan is far stronger than its ties to Saudi Arabia. This is especially true when it comes to arms sales. Indeed, by some estimates, Pakistan purchased some 55 percent of China’s total defense exports between 2008 and 2012. These arm sales most certainly include advanced aircraft. Indeed, one of the largest defense projects between Pakistan and China is their joint development of the FC-1 Xiaolong/JF-17 Thunder multirole fighter jet, which Islamabad hopes to begin exporting as early as this year.

Therefore, although the report remains unconfirmed at this point, it would be surprising if China didn’t sell Pakistan armed drones in the coming years.

China Making Bid To Build Kazakhstan Warship

One of the main storylines in Kazakhstan's first defense expo, in 2010, was the upcoming deal to buy its first large naval ships. One of the main storylines in the current iteration of the expo, KADEX, is the upcoming deal to buy its first large naval ships.

Four years ago, Kazakhstan naval officials said they were poised to buy three corvettes and were in negotiations with South Korean company STX to build them. That plan apparently fell through, and the competition opened again, with candidates from Russia, Turkey, China, the Netherlands, Germany now in the running (as well as STX). And Kazakhstan's Ministry of Defense has told the competing companies that they intend to make a decision very soon.

Kazakhstan is far from the only country to see a long delay in a big military procurement project. And Kazakhstan military officials still say the navy is one of their top priorities. The MoD is also conducting a competition among foreign shipbuilders to build a new shipyard near the Caspian port city of Aktau, which would build both civilian and military ships. That, too, is supposed to be finalized this year, MoD officials said. "Shipbuilding is indispensable for the protection of the national interests of the country," said Ermek Kozhamberliyev, a senior navy official, speaking at KADEX. In addition to the new procurements, the navy will be looking at strengthening its naval infantry and in creating a unified command structure for all of the units charged with Caspian security, he said.

As it did in 2012, the big Russian military magazine National Defense put out a special issue for KADEX, and as in 2012, the cover story this year was on Caspian naval developments. It describes Kazakhstan's navy as having "sufficient quantity, but one can't speak of its qualitative improvement." It adds, though, that "this is largely explained by the fact that if some threat on the sea emerges Astana can always count on the help of one of its closest allies: Russia."

The most intriguing naval event at the show was a presentation by the Chinese company, Poly Technologies about its Type 056 corvette. The ship has a helicopter pad in the rear and could be equipped with Chinese C-705 anti-ship missiles.

Although the presentation was public, the commander of Kazakhstan's navy, Captain Zhandarbek Zhanzakov sat in the front row and asked all the questions. (Representatives from the other competitors, naturally, made up much of the rest of the audience.) He asked how many of the ships China had in service (50), the range of the missiles (about 35 km) and how long they last (about ten years, after which they may have to be replaced). At the end, he thanked the company representatives and said "I'll talk more with you and your embassy when all these people aren't here." Stay tuned...

D'après la radio "La Voix de la Russie", certains observateurs russes conseillent leur gouvernement de collaborer avec la Chine pour profiter de l'avancé technologique de cette dernière en matière de drone. L'article souligne que la Chine a déjà exporté plusieurs types de drone différent comme la famille CH au Pakistan ou encore Wing Loong à l'Ouzbékistan, les Émirats arabes unis et l'Arabie saoudite, alors que la Russie importe encore des composants étrangers dans la construction de leur propres drones.

Le transfert de technologie fait parti de l'accord.

First Block 2 JF-17s under construction in Pakistan

Production of the first two of 50 Block 2 JF-17s on order by the Pakistan Air Force (PAF) is now well under way at the Pakistan Aeronautical Complex, Kamra, with the first expected to fly by the end of the year.

The Block 2 JF-17 has several capability increases over the Block 1s, but the main boost to the PAF as well as to export potential is the installation of an air-to-air refuelling system. One aircraft has been fitted with a refuelling probe, which protrudes from the right side of the fuselage just behind the cockpit, sitting forward of the pilot's position.

Après avoir choisi le SAM chinois FD-2000, version downgraded de HQ-9, pour continuer la négociation exclusive sur son contrat d'acquisition de système anti-aérien à longue portée, avant de devoir re-ouvrir la compétition sous la pression d'OTAN, la Turquie a décidé de rallonger de 2 mois la période de réflexion.

C'est l'occasion pour le S-300PMU2 russe, sorti de la compétition très tôt, ainsi que PAC-3 américain et SAMP/T européen, de restructurer leur offres et tenter de nouveau à gagner ce deal de 4Md$.

Turkey again extends deadline for anti-missile defense proposals

Turkey has again extended by two months the deadline for bids for a multi-billion dollar anti-missile defense system tender, despite having provisionally awarded the deal to China, a Turkish official has told the Hürriyet Daily News.

The new deadline for rival bidding companies to submit their proposals is Aug. 30, allowing U.S. company Raytheon Co and Lockheed Martin Corp and Italian-French team Eurosam SAMP/T to revise their offers and try to head off the Chinese company, with which Turkey is still in talks.

This is the third time Ankara has extended the deadline for revised offers.

The new head of the Undersecretariat for Defense Industries (SSM), İsmail Demir, recently held talks in China about the Chinese bid, according to sources.

Turkey’s NATO allies have repeatedly voiced concerns over Ankara’s choice on the Chinese FD-2000 missile defense system, a rival offer from Franco-Italian Eurosam and U.S.-listed Raytheon Co.

In particular, the U.S. has been putting pressure on Turkey’s defense industry giants to dissuade Ankara from choosing a Chinese firm, over concerns about interoperability with NATO systems.

Raytheon, Lockheed Martin and Eurosam are in talks with Turkish defense companies - such as military electronics specialist Aselsan, defense software specialist Havelsan, missile manufacturer Roketsan and Turkish Aerospace Industries (TAI) - and warning that their partnerships in certain fields would not be able to continue if Turkey buys missiles from China.

Turkey said China had offered the most competitive terms and would allow co-production in Turkey.

Rival companies said they would give consent to co-production, which has been one of Turkey’s top priorities, but this would increase the price to a great extent.

Chinese manufacturer China Precision Machinery Import and Export Corp (CPMIEC) has been on the U.S. State Department’s sanctions list since February 2013 due to non-proliferation concerns. The National Defense Authorization Act that the U.S. Congress also passed a decision, with a clause barring the use of “2014 funds to integrate the missile defense systems of the People’s Republic of China into U.S. missile defense systems.

NORINCO dévoile son nouveau missile ATM HJ-12 lors de l'Eurosatory 2014.

China North Industries Corporation (NORINCO) used the Eurosatory 2014 exhibition to publicise its new Red Arrow 12 shoulder-fired antitank missile system. This is China's first infantry-launched fire-and-forget antitank weapon.

Designed to be carried and fired by a single soldier, a complete Red Arrow 12 system weighs 22 kg, with the launch tube and missile accounting for 17 kg of this total weight. The launch tube is 1.25 m long, but no official figures have been released for the diameter of the tube, or the length and diameter of the missile.

To judge from a photograph showing a missile launch, the missile is about 98 cm long and 13.5 cm in diameter, while the launch tube is about 17 cm in diameter.

According to a leaflet released by NORINCO, the missile uses an uncooled imaging infrared (IIR) seeker to provide all-weather day and night capability, but a day-only version based on a television imaging seeker is also available. The maximum range of 4,000 m cited in the leaflet was for the day version, while the IIR variant has a maximum range of 2,000 km, IHS Jane's was told by a NORINCO official.

Red Arrow 12 is a lock-on-before launch missile. Once launched, it will home autonomously onto its target, allowing the operator to immediately take cover or reload to engage another target.
The use of a soft-launch configuration allows the missile to be fired from inside buildings or bunkers. Once the missile is clear of the launch tube, forward-folding cruciform wings and tail surfaces of constant chord deploy rearward to assume their operating positions. The main motor then ignites to power the missile, which can then fly either an arched top-attack trajectory or a direct low-level flight path to the target.

At an incidence of 0°, the missile's tandem shaped-charge warhead can penetrate up to 1,100 mm of rolled homogenous armour protected by explosive reactive armour, said NORINCO, and the system can be used tanks, bunkers, buildings, small surface craft, and slow-flying helicopters.

The system is "newly developed", IHS Jane's was told, and is already in service with China's People's Liberation Army. In its current form, Red Arrow 12 is a shoulder-fired infantry weapon, but would be suitable for installation on combat vehicles.

South Sudan takes delivery of Chinese ATGWs

South Sudan has taken delivery of a large shipment of Chinese infantry weapons that includes anti-tank guided missiles (ATGMs), according to shipping documents obtained by Bloomberg and passed on to IHS Jane's .

The documentation said the shipment was carried by the Cosco cargo ship Feng Huang Song (IMO: 9416757). IHS Maritime ship-tracking data shows the ship left China's Zhanjiang port on 16 May and arrived in Mombasa in Kenya on 7 June. The shipment would have then be moved overload to the South Sudanese capital Juba.

The documentation lists 100 HJ-73D ATGM launders, 200 batteries, 1,200 missiles, nine simulators, and spares and says this part of the consignment is worth USD14.5 million.

The HJ-73 is the Chinese copy of the 9K11 Malyutka (AT-3 'Sagger'), which was developed by the Soviet Union in the 1960s. The HJ-73D variant has a tandem shaped-charge warhead that is designed to penetrate tanks that are protected with explosive reactive armour (ERA).

It also has semi-automatic command to line of sight (SACLOS) guidance rather than the manual command to line of sight (MCLOS) system used on the original Malyutka, which required the operator to steer the missile to the target using a joystick.

South Sudan's military was not previously known to be a user of any ATGWs and its acquisition of the entry-level HJ-73 is probably a reaction to neighbouring Sudan fielding more T-72 tanks fitted with ERA near the disputed region regions. Ukraine delivered 110 T-72M1 tanks to Sudan between 2010 and 2012, according to the Stockholm International Peace Research Institute.

The arrival of the ATGWs will be a concern for Khartoum, which routinely accuses Juba of arming its rebel groups. One of those groups, the Justice and Equality Movement (JEM), released photographs in January showing its fighters next to a destroyed Sudanese T-72 with ERA.

The rest of Chinese arms consignment is worth USD17 million consists of: 9,754 Type 56 assault rifles with 20 million 7.62x39 mm rounds; 319 Type 80 machine guns with 2 million 7.62x54 mm rounds; 2,394 40 mm "add-on" grenade launchers with 20,000 rounds of BGL2 anti-personnel grenades; 319 Type 69-1 rocket propelled grenade launchers with 40,000 high-explosive anti-tank rounds; and 660 NP42 pistols with two million rounds of 9x19 mm ammunition.

The 40x46 mm BGL2 grenades are used with Norinco's LG2, which is an under-barrel grenade launcher that looks similar to the M203.

Lors du 5ème salon des drones chinois, le Directeur adjoint de l'Institut de l'UAV de l'Université NWPU confirme qu'une collaboration est en cours entre l'Algérie et la Chine en matière de drones. Les personnels techniques algériens ont été envoyés en Chine pour suivre une formation de 20 000h et la négociation est en cours pour que la Chine aide l'Algérie à construire un centre de conception et de développement des drones, les 2 pays vont co-développer un drone, les Chinois vont accompagner de la conception jusqu'à la mise en opération sur le sol algérien.
