1.Description:
1.1 The Military Afloat Reach and Sustainability (MARS) project is seeking to procure Fleet Tankers (FTs) to be operated by the Royal Fleet Auxiliary (RFA);
1.2 The MARS project aims to obtain quality ships at competitive prices and reduced whole life cost by exploiting commercial best practice and with designs that can demonstrate cost benefits throughout 25 years of service life;
1.3 A detailed description of the FT role within the RFA flotilla, more specific constraints and contractor's responsibilities are given in MARS Fleet Tanker Overview which may be obtained from the MARS Website: www.afloatsupport.com
1.4 FTs must be constructed with quality equipment and material of proven reliability and be:
a.interoperable to NATO standards and with NATO assets;
b. designed to maximise reliability, facilitate ease of maintenance, repair or replacement and minimise through life costs;
c. designed with open architectures that facilitate support and readily enable future capability upgrades and incorporation of emerging technologies;
d. capable of operations worldwide, seasonally unrestricted from Tropical to Arctic (1st Year Ice).
1.5. Indicative characteristics of the FTs are:
a. Petroleum Class II and III clean product compliant, reconfigurable for two grades concurrently with capacity up to 18000 m3;
b. Carriage of 8 fully laden 20ft ISO containers;
c. Potable water cargo capacity of 1300m3;
d. Sustained speed of 15knots in Sea State 5;
e. Range of 7000nm;
f. Replenishment at Sea rigs to include three abeam tensioned jackstay rigs, one astern fuelling reel, single buoy mooring point;
g. Helicopter deck and facilities for maintenance and refuelling;
h. Accommodation for up to 100 persons of mixed gender to UK Flag merchant standards;
i. Ship life of 25 years;
j. OCIMF compliant;
k. Classification to Lloyds Register Naval Ship Rules with Naval Ship Auxiliary notation;
l. Medium speed diesel propulsion operating on MGO fuel;
m. Passage through Panama and Suez canals, maximum draught of 11m, maximum air draught of 39m, maximum length of 220m;

Under the contract, the contractor will be responsible for: a.the design, build, outfit and delivery of up to six Fleet Tankers. b.providing support information including drawings, computer models (including CAD models) and operation and maintenance manuals. c.providing safety certification and evidence (logs recording hazards and their mitigation) to support the safety responsibilities of the owner . d.providing training media and the initial training for ship staff. e. Identify, list and present the support items and spares for Initial Provisioning to support the first 2 years worth of maintenance requirements, including overhauls, for each FT.
Estimated value excluding VAT: 800 000 000 GBP.

(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.
This information is required in addition to the information requested in Question 1 of the Pre-Qualification Questionnaire.
III.2.2) Economic and financial capacity:
Information and formalities necessary for evaluating if requirements are met: (a) appropriate statements from banks or, where appropriate, evidence of relevant professional risk indemnity insurance;
(b) the presentation of balance-sheets or extracts from the balance-sheets, where publication of the balance-sheet is required under the law of the country in which the economic operator is established;

Intéressant, dadou. MoD Abbey Wood je comprends - mais c'est quoi ''UK-Bristol''? (avec code postal quelque part dans la ville de Bristol, où se trouve un complexe de batiments du Ministry of Defence)? Existe-t-il un lien quelconque entre ces derniers?

An Anglo-South Korean consortium led by BAE Systems has become the first team to declare its interest in building six tanker ships for the British
Royal Fleet Auxiliary (RFA) in the first phase of the Defence Ministry’s Maritime Afloat Reach and Sustainability program. BAE, Britain’s biggest shipbuilder, announced a team involving BMT Defence Services and Korean shipbuilder Daewoo Shipbuilding & Marine Engineering on Feb. 15, the same day industry responses to a pre-qualifying questionnaire on the tankers had to be returned to the MoD. The Surface Fleet Solutions business of BAE will act as lead contractor and program manager. BMT, the British company that designed the two 65,000-ton aircraft carriers planned for the Royal Navy, will provide the tanker design. Daewoo will build the ships in South Korea. K.W. Cheong, director of special ship management at Daewoo, said, “This is an excellent opportunity for cooperation between our two countries; the U.K. being the home of naval shipbuilding and Korea as the hub of commercial shipbuilding. I think the combination of BAE Systems’ extensive naval domain knowledge with our own skills and resources will produce excellent results.” David Rainford, commercial director of BMT Defence Services, said, “As a relatively small, innovative organization, we are pleased with the smooth and positive fashion in which BAE Systems has welcomed us as their design partner. Through a commercial approach we will be able to provide a simple yet effective fleet tanker.” The British are pushing ahead with the program as current RFA single-hull tankers do not meet maritime safety standards. More than a dozen foreign and British companies are expected to respond to the prequalification questionnaire. Those numbers will be reduced to about six bidders and cut to a maximum of three later this year before the MoD selects a winner. The first ship is expected in service by 2012. In an unusual move, the competition has been thrown open to foreign shipyards, a decision that could potentially cause controversy here. It’s hoped that big commercial yards like Daewoo will allow the cash-strapped MoD to acquire the tankers at a reduced price compared with building them at naval yards in Britain. In addition, the tanker construction timetable clashes with Britain’s plan to build the two aircraft carriers. The warships, the biggest ever built here, will soak up for several years virtually all of the capacity in the few British shipyards still in operation. The carrier program is scheduled to get the go-ahead in the next few weeks. However, doubts remain over the exact timing of the construction. Currently, the plan is to have the first of the two warships in service during 2014. But that timetable would leave no capacity here to build at least the first three tankers in local yards. Nevertheless, BAE has left the door open to have the tankers built in Britain if any slippage in the carrier program creates gaps in workload. Vic Emery, managing director of BAE Systems Surface Fleet Solutions, said, “While it is intended that all vessels will be constructed in Korea, a unique feature the consortium offers, in terms of flexibility, is the ability to provide a U.K. build option, should such an approach become necessary.” The Maritime Afloat Reach and Sustainability program will become part of the workload of the proposed maritime jointventure between BAE Systems and VT Group, to be called BVT Surface
Fleet upon its completion. The tanker fleet is part of a 2 billion-pound ($3.9 billion) effort to upgrade RFA logistics capabilities. Further classes of ships eventually will be built, updating British capabilities for forward aviation support, delivery of bulk consumables other than oil, and providing sea-based logistics ships able to deliver ammunition, food and other supplies. It’s not clear yet whether the British will allow these ships also to be built overseas.

les hollandais ont bien construits la coque du Johannes de Witt en Roumanie et les BPC contiennent un nombre non négligeable d'élements fabriqués en Pologne alors je vois pas ce qu'il y à d'étonant

C'est étonnant le peu de réaction et de commentaire. En clair:

La Royal Fleet Auxiliary va faire construire quatre pétroliers à double coque en Corée du Sud

Le choix porte sur la qualité du navire (sur plan Britannique), son coût d'aquisition et de maintenance.
La question est: quid de l'industrie navale Britannique, que les gouvernements UK essaient de sauver avec la construction des CVF et des Astute? Quid de la préférence communautaire, lorsqu'un chantier Sud Coréen est préféré à un chantier Italien, Espagnol, Allemand, Neerlandais ou Français? Quid de la coopération Européenne, alors qu'il semblait que les projets Français et Anglais auraient pu se rapprocher?

Europe de la défense? c'est quoi?
